Two weeks are left in the Texas Legislative Session. School finance – a.k.a., paying for it – has become the defacto “blocker bill” where other legislation has been hijacked to assure votes on the leadership’s proposals, likely a sales tax increase. Such tactics lead to special sessions, where only the Governor’s priorities are considered. Members don’t want to vote on a tax swap (increase), particularly a regressive one, and defend it at re-election time.
